  19. Completely incorrect, the public version of Phoenix-AmIRC has absolutely
  20. NO war/bandwidth-consuming features incorporated into it.  All it's features
  21. are passive defenses AGAINST attacks and I challenge you to show otherwise.
  22. The "war mode" mentioned in the docs (if you even read them) bans, kicks,
  23. and ignores a flooder; it DOES NOT return flood him.
